I gots a crazy idea for this one if you don't mind some craziness here, and bear with me, only a half backed idea from a bird brained person.
Here is my crazy idea: The order of the Phoenix, as is their name, believes in the doctrine of in order to create, first something must be destroyed. The believe that, if nothing is destroyed, then either nothing can be created, or too many things will be created.
They might even view humans as an unbalanced race, seen as they are so populace. They might be working on trying to balance the human race out with the other races, a possible origin of the Ildemin maybe?
They also would be a highly secretive organization, as if humans found out about some of their plans, or at least humans not within the organization, they would probably be hunted and destroyed. If they themselves were destroyed, then who could guide the process of creation and destruction? (They might fall into the destroy everything so the world can be reborn anew... except for us.. or maybe ending with themselves.)
They aren't a public organization, but they could have many public fronts. Maybe a guild of assassins are their hands, killing off important targets. They could have temples set up that look like temples supporting a certain deity, yet are really fronts of their own organization.
They would support, in most likelihood, organized chaos. Destruction and creation to follow. They wish for the world to maybe burn, so that things can rise from the ashes of the impure world, leading to a world of purity and righteousness (a reason to help?).
Just some ideas for this idea. Nothing special. Just a random thought I had while reading this. Take it as you will, maybe we can bounce this a few times and come up with something more definitive. More defined.

Interesting idea. The only issue is where they would have come from and who had the power and authority to set up such an organisation. I know that I'm meant to be the one who knows all that, but nothing comes to mind. I'll definitely keep the idea in mind, though.
